Import requirements
Inside the EU, Italy imposes no customs clearance or import duty on French Champagne. Excise goods still move under duty suspension, with an electronic administrative document (e-AD) in the EMCS system accompanying the shipment until it is released for consumption. Italy’s national excise rate on still and sparkling wine is zero, which leaves VAT at 22% as the principal tax due on entry. To receive duty-suspended stock, the Italian buyer holds fiscal warehouse (deposito fiscale) or registered consignee (destinatario registrato) status authorised by the competent customs office, with an excise code and a payment guarantee; occasional single-movement authorisations exist.
